I'm going to show you how terrorism actually interacts with our daily life. 15 years ago I received a phone call from a friend. At the time he was looking after the rights of political prisoners in Italian jails. He asked me if I wanted to interview the Red Brigades. Now, as many of you may remember, the Red Brigades was a terrorist, Marxist organization which was very active in Italy from the 1960s until the mid-1980s. As part of their strategy the Red Brigades never spoke with anybody, not even with their lawyers. They sat in silence through their trails, waving occasionally at family and friends.
Je vais vous montrer comment le terrorisme interagit avec notre activité quotidienne. Il y a 15 ans, j'ai reçu un appel d'un ami. Il s'occupait alors des droits des prisonniers politiques dans les prisons italiennes. Il m'a demandé si je voulais interviewer les Brigades Rouges. Comme vous pouvez vous en souvenir, les Brigades Rouges étaient une organisation marxiste terroriste qui était très active en Italie depuis les années 60 jusqu'au milieu des années 80. Par choix stratégique, les Brigades Rouges ne parlaient jamais à personne, pas même à leurs avocats. Ils restaient en silence pendant leurs procès envoyant parfois un signe à leurs familles et amis.
In 1993 they declared the end of the armed struggle. And they drew a list of people with whom they would talk, and tell their story. And I was one of those people. When I asked my friend why the Red Brigades want to talk to me, he said that the female members of the organization had actually supported my name. In particular, one person had put it forward. She was my childhood friend. She had joined the Red Brigades and became a leader of the organization.
En 1993, ils ont décrété la fin de la lutte armée. Ils ont établi une liste de personnes à qui ils parleraient et raconteraient leur histoire. J'étais l'une de ces personnes. Naturally, I didn't know that until the day she was arrested. In fact, I read it in the newspaper. At the time of the phone call I just had a baby, I successfully completed a management buyout to the company I was working with, and the last thing I wanted to do was to go back home and touring the high-security prisons. But this is exactly what I did because I wanted to know what had turned my best friend into a terrorist, and why she'd never tried to recruit me. (Laughter) (Applause)
Evidemment, je ne le savais pas avant qu'elle ne fût arrêtée. En fait, je l'ai lu dans le journal. Au moment de cet appel téléphonique, je venais d'accoucher. Je venais d'achever le rachat de l'entreprise pour laquelle je travaillais et la dernière chose que je voulais, c'était rentrer à la maison pour visiter des prisons de haute-sécurité. Pourtant, c'est ce que j'ai fait parce que je voulais savoir ce qui avait transformé ma meilleure amie en terroriste et pourquoi elle n'avait jamais essayé de me recruter ! (Rires) (Applaudissements)
So, this is exactly what I did. Now, I found the answer very quickly. I actually had failed the psychological profiling of a terrorist. The center committee of the Red Brigades had judged me too single-minded and too opinionated to become a good terrorist. My friend, on the other hand, she was a good terrorist because she was very good at following orders. She also embraced violence. Because she believed that the only way to unblock what, at the time, was known as a blocked democracy, Italy, a country run by the same party for 35 years was the arms struggle.
C'est exactement ce que j'ai fait. J'ai trouvé la réponse très vite : j'avais échoué aux tests psychologiques de recrutement des terroristes. Le comité central des Brigades Rouges m'avait jugée trop réfléchie et trop opiniâtre pour devenir une bonne terroriste. Mon amie, au contraire, était une bonne terroriste parce qu'elle obéissait bien aux ordres. Elle est aussi devenue violente parce qu'elle croyait que la seule façon de débloquer ce qui, à l'époque, était connu comme une démocratie verrouillée, l'Italie, un pays dirigé par le même parti depuis 35 ans, était la lutte armée.
At the same time, while I was interviewing the Red Brigades, I also discovered that their life was not ruled by politics or ideology, but actually was ruled by economics. They were constantly short of cash. They were constantly searching for cash. Now, contrary to what many people believe, terrorism is actually a very expensive business. I'll give you an idea. In the 1970s, the turnover of the Red Brigades on a yearly basis was seven million dollars. This is roughly between 100 and 150 million, today.
Au même moment, pendant que j'interviewais les Brigades Rouges, j'ai découvert que leur vie n'était pas conduite par la politique ou l'idéologie mais bien par l'économie. Ils étaient toujours à court d'argent. Ils recherchaient en permanence de l'argent. Contrairement à ce que pensent beaucoup de personnes, le terrorisme est une activité très coûteuse. Je vous donne une idée. Dans les années 70, le budget des Brigades Rouges, sur une base annuelle, était de 7 millions de dollars. Ce qui fait entre 100 et 150 millions aujourd'hui.
Now, you know, if you live underground it's really hard to produce this amount of money. But this also explains why, when I was interviewing the Red Brigades, and then, later on, other arms organizations, including members of al-Zarqawi group in the Middle East, everybody was extremely reluctant to talk about ideology, or politics. Because they had no idea. The political vision of a terrorist organization is decided by the leadership, which, generally, is never more than five to seven people. All the others do, day in and day out, is search for money.
Vous savez, si vous vivez cachés, c'est très dur de produire autant d'argent. Ca explique aussi pourquoi, pendant que je les interviewais, et, plus tard, d'autres organisations armées, dont les membres du groupe Al-Zarqaoui au Moyen-Orient, tout le monde était très hésitant à parler d'idéologie ou de politique. C'est qu'ils n'y connaissaient rien ! La vision politique dans une organisation terroriste est décidée par les dirigeants qui, en général, ne sont pas plus de 5 ou 7 personnes. Tous les autres, jour après jour, ne font que chercher de l'argent.
Once, for example, I was interviewing this part-timer from the Red Brigades. It was a psychiatrist. He loved sailing. He was a really keen sailor. And he had this beautiful boat. And he told me that the best time of his life was when he was a member of the Red Brigades and he went sailing, every summer, back and forth from Lebanon, where he would pick up Soviet weapons from the PLO, and then carry them all the way to Sardinia where the other arms organization from Europe would go and take their share of the arms. For that service the Red Brigades were actually paid a fee, which went to fund their organization.
Une fois, par exemple, j'interviewais cet employé à mi-temps des Brigades Rouges. Il était psychiatre. Il adorait la voile. C'était un très bon marin et il avait ce bateau magnifique. Il m'a dit que la meilleure partie de sa vie, c'était quand il était membre des Brigades Rouges. Il naviguait chaque été, faisant des allers-retours au Liban où il embarquait des armes soviétiques auprès de l'OLP pour les emmener en Sardaigne où d'autres organisations armées européennes venaient pour récupérer leurs lots. Pour ce service, les Brigades Rouges touchaient une commission qui finançait leur organisation.
So, because I am a trained economist and I think in economic terms, all of the sudden I thought, maybe there is something here. Maybe there is a link, a commercial link, between one organization and another one. But it was only when I interviewed Mario Moretti, the head of the Red Brigades, the man who kidnapped and killed Aldo Moro, Italian former prime minister, that I finally realized that terrorism is actually business. I was having lunch with him in a high-security prison in Italy. And as we were eating, I had the distinct feeling that I was back in the city of London, having lunch with a fellow banker or an economist. This guy thought in the same way I did.
Comme je suis une économiste et que je pense en termes économiques, je me suis dit tout d'un coup, il doit y avoir quelque chose là. Peut-être y a-t-il un lien commercial entre telle organisation et telle autre. C'est seulement quand j'ai interviewé Mario Moretti, le chef des Brigades Rouges, l'homme qui a capturé et tué Aldo Moro, l'ancien premier ministre italien, que j'ai finalement réalisé que le terrorisme est en fait un business. Je déjeunais avec lui dans une prison de haute-sécurité en Italie et, en mangeant, j'ai eu l'impression précise que j'étais de retour à la City à Londres en train de déjeûner avec un collègue banquier ou économiste. Le gars pensait de la même façon que moi.
So, I decided that I wanted to investigate the economics of terrorism. Naturally, nobody wanted to fund my research. In fact, I think many people thought that I was a bit crazy. You know, that woman that goes around to foundations asking for money, thinking about the economics of terrorism. So, in the end, I took a decision that, in retrospect, did change my life. I sold my company, and funded the research myself.
Alors j'ai décidé d'enquêter sur l'économie du terrorisme. Evidemment, personne n'a voulu financer mes recherches. En fait, je pense que la plupart pensait que j'étais un peu folle. Vous savez, cette bonne femme qui fait le tour des fondations pour demander de l'argent pour réfléchir à l'économie du terrorisme. A la fin, j'ai pris une décision qui, avec le recul, a changé ma vie. J'ai vendu ma société et financé mes recherches moi-même.
And what I discovered is this parallel reality, another international economic system, which runs parallel to our own, which has been created by arms organizations since the end of World War II. And what is even more shocking is that this system has followed, step by step, the evolution of our own system, of our Western capitalism. And there are three main stages. The first one is the state sponsor of terrorism.
J'ai découvert cette réalité parallèle, un autre système économique international, qui fonctionne parallèlement au nôtre, qui a été créé par les organisations armées depuis la fin de la 2ème Guerre Mondiale. Ce qui est encore plus choquant, c'est que ce système a suivi, pas à pas, l'évolution de notre propre système capitaliste occidental. Il y a les 3 grandes périodes. La première, c'est le terrorisme soutenu par les Etats.
The second one is the privatization of terrorism. And the third, of course, is the globalization of terrorism. So, state sponsor of terrorism, feature of the Cold War. This is when the two superpowers were fighting a war by proxy, along the periphery of the sphere of influence, fully funding arms organizations. A mix of legal and illegal activities is used. So, the link between crime and terror is established very early on.
La seconde, c'est la privatisation du terrorime. La troisième, bien sûr, c'est la mondialisation du terrorisme. Le terrorisme soutenu par les Etats, produit de la Guerre Froide, c'est quand 2 superpuissances se faisaient la guerre par délégation aux limites de leur sphère d'influence en finançant complètement les organisations. On utilisait un mélange d'activités légales et illégales. Le lien entre le crime et le terrorisme s'est établi très tôt.
And here is the best example, the Contras in Nicaragua, created by the CIA, legally funded by the U.S. Congress, illegally funded by the Reagan administration via covert operation, for example, the Iran-Contra Affair. Then comes the late 1970s, early '80s, and some groups successfully carry out the privatization of terrorism. So, they gain independence from the sponsor, and start funding themselves.
Le meilleur exemple, ce sont les Contras au Nicaragua, créés par la CIA, financés légalement par le Congrès des Etats-Unis, financés illégalement par l'administration de Reagan via des opérations secrètes comme l'affaire de l'Irangate. A la fin des années 70, début des années 80, certains groupes réussissent la privatisation du terrorisme. Ils gagnent l'indépendance de leur tutelle et se financent par eux-mêmes.
Now, again we see a mix of legal and illegal activities. So, Arafat used to get a percentage of the smuggling of hashish from Bekáa Valley, which is the valley between Lebanon and Syria. And the IRA, which control the private transportation system in Northern Ireland, did exactly the same thing. So, every single time that somebody got into a taxi in Belfast without knowing, actually, was funding the IRA.
De nouveau, il s'agit d'un mélange d'activités légales et illégales. Arafat touchait un pourcentage sur la contrebande de hashish de la vallée de la Bekaa qui est la vallée entre le Liban et la Syrie. L'IRA, qui contrôlait les transports privés en Irlande du Nord, faisait exactement la même chose. A chaque fois que quelqu'un prenait un taxi à Belfast, sans le savoir, finançait en fait l'IRA.
But the great change came, of course, with globalization and deregulation. This is when arms organization were able to link up, also financially, with each other. But above all, they started to do serious business with the world of crime. And together they money-laundered their dirty business through the same channel. This is when we see the birth of the transnational arms organization Al Qaeda. This is an organization that can raise money across border. But also that is able to carry out attacks in more than one country.
Le grand changement est bien sûr venu de la mondialisation et de la déréglementation. C'est quand les organisations armées ont pu se joindre, financièrement aussi, les unes aux autres. Par dessus tout, elles ont commencé à faire des grosses affaires avec le monde du crime. Ensemble, ils ont blanchi leurs sales affaires au travers des mêmes canaux. C'est là qu'apparaît l'organisation armée internationale Al-Qaïda. C'est une organisation qui peut lever des fonds au-delà des frontières. Elle peut aussi porter des attaques dans plus d'un pays.
Now, deregulation also brought back rogue economics. So what is rogue economics? Rogue economics is a force which is constantly lurking in the background of history. It comes back at times of great transformation, globalization being one of those transformations. It is at this times in which politics actually loses control of the economy, and the economy becomes a rogue force working against us. It has happened before in history. It has happened with the fall of the Roman Empire. It has happened with Industrial Revolution. And it actually happened again, with the fall of the Berlin wall.
Maintenant, la déréglementation a ramené l'économie corrompue. Qu'est-ce que l'économie corrompue ? L'économie corrompue est une force constamment tapie dans les coulisses de l'Histoire. Elle revient au moment des grandes transformations, la mondialisation étant l'une de ces transformations. C'est dans ces périodes que la politique perd le contrôle de l'économie et que l'économie devient une force corrompue qui travaille contre nous. C'est arrivé avant dans l'Histoire. C'est arrivé avec la chute de l'Empire Romain. C'est arrivé avec la Révolution Industrielle. C'est arrivé encore avec la chute du mur de Berlin.
Now, I calculated how big was this international economic system composed by crime, terror, and illegal economy, before 9-11. And it is a staggering 1.5 trillion dollars. It is trillions, it's not billions. This is about twice the GDP of the United Kingdom, soon will be more, considering where this country is going. (Laughter)
J'ai calculé la taille de ce système économique international constitué par le crime, le terrorisme et l'économie illégale avant le 11 septembre. Il s'agit d'un renversant 1,5 billion de dollars. 1 500 milliards de dollars. C'est environ 2 fois le PIB du Royaume-Uni, et bientôt plus, vu où va ce pays... (Rires)
Now, until 9-11, the bulk of all this money flew into the U.S. economy because the bulk of the money was denominated in U.S. dollars and the money laundering was taking place inside the United States. The entry point, of course, of most of this money were the off-shore facilities. So, this was a vital injection of cash into the U.S. economy. Now, when I went to look at the figures of the U.S. money supply, the U.S. money supply is the amount of dollars that the Federal Reserve prints every year in order to satisfy the increase in the demand for dollars, which, of course, reflects the growth of the economy.
Jusqu'au 11 septembre, le gros de cet argent était injecté dans l'économie US parce que le gros de cet argent était libellé en dollars US. Le blanchiment avait lieu aux Etats-Unis. Le point d'entrée, évidemment, de la plupart de cet argent, était dans les installations off-shore. Il s'agissait d'une injection d'argent vitale pour l'économie américaine. J'ai été voir la masse monétaire des US. La masse monétaire des US est le montant de dollars que la Réserve Fédéral imprime chaque année pour satisfaire l'accroissement de la demande de dollars qui, bien sûr, reflète la croissance de l'économie.
So, when I went to look at those figures, I noted that since the late 1960s a growing number of these dollars was actually leaving the United States, never to come back. These were money taken out in suitcases or in containers, in cash of course. These were money taken out by criminals and money launderers. These were money taken out to fund the growth of the terror, illegal and criminal economy. So, you see, what is the relationship?
J'ai été voir ces chiffres et j'ai noté que, depuis la fin des années 60, un montant croissant de ces dollars quittait les Etats-Unis pour ne jamais revenir. C'était de l'argent sorti dans des mallettes ou des conteneurs - en liquide bien sûr. C'était de l'argent sorti par des criminels et des blanchisseurs d'argent. C'était de l'argent sorti pour financer la croissance du terrorisme, de l'économie illégale et criminelle. Vous voyez où est le lien ?
The United States actually is a country that is the reserve currency of the world. What does it mean? That means that it has a privilege that other countries do not have. It can borrow against the total amount of dollars in circulation in the world. This privilege is called seigniorage. No other country can do that. All the other countries, for example the United Kingdom, can borrow only against the amount of money in circulation inside its own borders.
Les Etats-Unis sont en fait un pays qui est la réserve en devises du monde. Qu'est-ce que cela veut dire ? Cela veut dire qu'il a un privilège que les autres pays n'ont pas. Il peut emprunter à hauteur de l'ensemble des dollars qui circulent dans le monde. Ce privilège s'appelle : seigneuriage. Aucun autre pays ne peut faire ça. Tous les autres pays, par exemple le Royaume-Uni, peuvent simplement emprunter à hauteur de l'argent qui circule à l'intérieur de leurs frontières.
So, here is the implication of the relationship between the worlds of crime, terror, and illegal economy, and our economy. The U.S. in the 1990s was borrowing against the growth of the terror, illegal and criminal economy. This is how close we are with this world. Now, this situation changed, of course, after 9-11, because George Bush launched the War on Terror. Part of the War on Terror was the introduction of the Patriot Act. Now, many of you know that the Patriot Act is a legislation that greatly reduces the liberties of Americans in order to protect them against terrorism.
Voici l'implication de la relation entre les mondes du crime, du terrorisme, de l'économie illégale et de notre économie. Les Etats-Unis, dans les années 90, empruntaient à hauteur de la croissance du terrorisme, de l'économie illégale et criminelle. Voici à quel point nous sommes proches de ce monde. La situation a évidemment changé après le 11 septembre parce que G. Bush a lancé la guerre contre le terrorisme. Une partie de cette guerre a été l'adoption du Patriot Act. Vous êtes nombreux à savoir que le Patriot Act est une loi qui a grandement réduit les libertés des Américains pour les protéger contre le terrorisme.
But there is a section of the Patriot Act which refers specifically to finance. And it is, in fact, an anti-money-laundering legislation. What the Patriot Act did was to prohibit U.S. bank, and U.S.-registered foreign banks from doing any businesses with off-shore facilities. It closed that door between the money laundering in dollars, and the U.S. economy. It also gave the U.S. monetary authorities the right to monitor any dollar transaction taking place anywhere in the world.
Mais il y a une section du Patriot Act qui aborde le sujet de la finance. C'est une loi contre le blanchiment d'argent en fait. Le Patriot Act a interdit aux banques US et aux banques étrangères opérant aux US de faire des affaires avec des installations off-shore. Cela a fermé la porte entre le blanchiment d'argent en dollars et l'économie US. Cela a aussi donné aux autorités monétaires US le droit de surveiller toute transaction en dollars n'importe où dans le monde.
Now, you can imagine what was the reaction of the international finance and banking. All the bankers said to their clients, "Get out of the dollars and go and invest somewhere else." Now, the Euro was a newly born currency of great opportunity for business, and, of course, for investment. And this is what people did. Nobody wants the U.S. monetary authority to check their relationship, to monitor their relationship with their clientele. The same thing happened, of course, in the world of crime and terror. People simply moved their money-laundering activities away from the United States into Europe.
Vous pouvez imaginer la réaction de la finance et des banques internationales. Tous les banquiers ont dit à leurs clients : "Sortez du dollar et investissez ailleurs." L'euro était alors une nouvelle devise pleine de promesses pour les affaires et, bien sûr, pour l'investissement. C'est ce que les gens ont fait. Personne ne veut que les autorités monétaires US regardent leurs relations avec leur clientèle. La même chose est arrivée, bien sûr, dans le monde du crime et du terrorisme. Les gens ont simplement transféré leurs activités de blanchiment depuis les Etats-Unis vers l'Europe.
Why did this happen? This happened because the Patriot Act was a unilateral legislation. It was introduced only in the United States. And it was introduced only for the U.S. dollars. In Europe, a similar legislation was not introduced. So, within six months Europe became the epicenter of the money-laundering activities of the world. So, this is how incredible are the relationship between the world of crime and the world of terror, and our own life.
Pourquoi est-ce arrivé ? Parce que le Patriot act a été une loi unilatérale. Elle a été promulguée uniquement aux Etats-Unis. Elle a été introduite uniquement pour les dollars US. En Europe, une loi similaire n'a pas été votée. En 6 mois, l'Europe est devenue l'épicentre de l'activité de blanchiment d'argent dans le monde. Voici à quel point le lien est incroyable entre le monde du crime, celui du terrorisme et notre propre vie.
So, why did I tell you this story? I told you this story because you must understand that there is a world that goes well beyond the headlines of the newspapers, including the personal relationship that you have with friends and family. You got to question everything that is told to you, including what I just told you today. (Laughter) This is the only way for you to step into the dark side, and have a look at it. And believe me, it's going to be scary. It's going to be frightful, but it's going to enlighten you. And, above all, it's not going to be boring. (Laughter) (Applause)
