About 200 years ago, Napoleon famously warned ... He said, "Let China sleep, for when she wakes, she will shake the world." Despite this early warning, the West chose to go to sleep at precisely the moment when China and India and the rest of Asia woke up. Why did this happen? I'm here to address this great mystery.
약 200년 전, 나폴레옹은 유명한 경고를 했죠. "중국을 잠들게 둬라. 중국이 깨어나면 세상을 뒤흔들지니." 이런 조기 경고에도 불구하고, 서양 국가들은 중국, 인도, 다른 아시아 국가들이 깨어난 바로 그 시점에 잠들기를 선택하였습니다. 왜 이런 일이 일어났을까요? 저는 이 엄청난 비밀에 대해 얘기하고자 이 자리에 섰습니다.
Now what do I mean when I say the West chose to go to sleep? Here I'm referring to the failure of the West to react intelligently and thoughtfully to a new world environment that's obviously been created by the return of Asia. As a friend of the West I feel anguished by this, so my goal to today is to try to help the West. But I have to begin the story first by talking about how the West actually woke up the rest of the world.
제가 "서양이 잠들기를 선택했다"고 한 건 무슨 뜻일까요? 제가 말하는 것은 서양의 실패입니다. 아시아의 귀환으로 벌어진 새로운 세계 환경에 똑똑하고 신중하게 대응하지 못한 실패 말입니다. 서구 사람인 저는 이 문제로 고뇌에 빠졌습니다. 그래서 오늘 저의 목표는 서구를 도와주는 것입니다. 하지만 먼저 이 이야기로 시작을 해야겠어요. 서구가 어떻게 다른 세계를 깨웠는지에 대해서요.
Look at chart one. From the year one through the year 1820, the two largest economies of the world were always those of China and India. So it's only in the last 200 years that Europe took off, followed by North America. So the past 200 years of world history have therefore been a major historical aberration. All aberrations come to a natural end and this is what we are seeing. And if you look at chart two, you'll see how quickly and how forcefully China and India are coming back.
첫 번째 표를 보시죠. 1년부터 1820년까지 세계의 양대 경제대국은 언제나 중국과 인도였습니다. 유럽이 부상하고, 그 후 북아메리카가 부상한 것은 불과 최근 200년밖에 되지 않았죠. 세계사에서 지난 200년은 큰 역사적 일탈이었습니다. 모든 일탈은 자연적으로 끝나게 되죠. 바로 우리가 보고 있는 것입니다. 두 번째 표를 보시면, 중국과 인도가 얼마나 빠르고 강력하게 제자리로 돌아오고 있는지 알 수 있습니다.
The big question is: Who woke up China and India? The only honest answer to this question is that it was Western civilization that did so. We all know that the West was the first to successfully modernize, transform itself; initially it used its power to colonize and dominate the world. But over time, it shared the gifts of Western wisdom with the rest of the world.
중요한 것은 누가 중국과 인도를 깨웠냐는 것입니다. 이 질문에 대한 유일한 솔직한 답변은 서구 문명입니다. 서양이 최초로 현대화에 성공했고 스스로를 변혁시킨 것은 모두 알고 있죠. 초창기에는 서양이 세계를 식민지화하고 지배하는데 그 힘을 사용했습니다. 시간이 지나면서, 서양의 지혜라는 선물을 다른 국가들과도 공유하게 됐죠.
Let me add here that I have personally benefited from the sharing of Western wisdom. When I was born in Singapore, which was then a poor British colony, in 1948, I experienced, like three-quarters of humanity then, extreme poverty. Indeed, on the first day when I went to school at the age of six, I was put in a special feeding program because I was technically undernourished. Now as you can see I'm overnourished.
서양의 지혜를 공유함으로써 제가 얻게 된 개인적인 이익을 여러분께 알려드릴게요. 제가 싱가포르에서 태어났을 때 1948년 싱가포르는 가난한 영국의 식민지였죠. 저는 당시 인류 4분의 3이 그랬듯 극도로 가난했습니다. 실제로, 6살 때 학교를 간 첫날에 특별 식사 지원 프로그램에 포함되었는데 실질적으로 영양 결핍 상태였거든요. 지금은 영양 과잉인 거 보이시죠.

But the greatest gift I got was that of Western education. Now since I've personally traveled this journey from third world poverty to a comfortable middle-class existence, I can speak with great conviction about the impact of Western wisdom and the sharing of Western wisdom with the world. And one particular gift that the West shared was the art of reasoning. Now reasoning was not invented by the West. It's inherent in all cultures and civilizations. Amartya Sen has described how deeply embedded it is in Indian civilization. Yet there's also no doubt that it was the West that carried the art of reasoning to a much higher level. And through the Scientific Revolution, the Enlightenment, the Industrial Revolution, the West really raised it forcefully, and equally importantly used this, applied it to solve many major practical problems. And the West then shared this art of applied reasoning with the rest of the world, and I can tell you that it led to what I call three silent revolutions. And as an Asian, I can describe how these silent revolutions transformed Asia.
그런데 제가 받은 최고의 선물은 바로 서양식 교육입니다. 제가 개인적으로 직접 제3 세계의 가난에서부터 편안한 중산층의 삶에 도달하는 여정을 겪어 보았기 때문에, 저는 서양의 지혜의 영향력과 그 지혜를 세상과 공유한 것에 대해 대단한 확신을 가지고 얘기할 수 있습니다. 서양세계가 공유한 특별한 선물 하나는, 이성적 추론이라는 기술입니다. 그건 서양세계가 발명한 것은 아닙니다. 모든 문화와 문명에 내재된 것이죠. 아마르티아 센은 인도 문명에서 그것이 얼마나 깊게 내재되었는지 묘사했죠. 하지만 서양세계가 이성적 추론을 더 높은 경지에 올려 놓은 것에는 의심의 여지가 없습니다. 과학혁명과 계몽주의, 산업혁명을 거쳐 서양은 이성적 추론의 가치를 힘껏 드높였으며, 실제로 그것을 사용하고, 실제적인 문제를 해결하는데 그것을 적용했다는 사실도 마찬가지로 중요하죠. 서양은 다른 나라들과 이성적 추론의 응용 기술을 공유하였습니다. 그리고 제가 말씀 드릴 수 있는 건, 그것이 세 가지 조용한 혁명을 일으켰다는 점입니다. 아시아인으로서, 어떻게 이 조용한 혁명이 아시아를 변화시켰는지 설명드리죠.
The first revolution was in economics. The main reason why so many Asian economies, including the communist societies of China and Vietnam, have performed so spectacularly well in economic development, is because they finally understood, absorbed and are implementing free market economics -- a gift from the West. Adam Smith was right. If you let markets decide, productivity goes up.
첫 번째 혁명은 경제혁명입니다. 중국과 베트남과 같은 공산주의 사회를 포함한 많은 아시아 경제가 경제 발전에 있어서 놀라울 정도의 성과를 보여주고 있는 주된 이유는 그들이 비로소 자유시장경제를 이해하고, 흡수하여 실천하고 있기 때문입니다. 그것은 서양의 선물이죠. 아담 스미스가 맞았습니다. 시장이 결정하도록 두면 생산성은 증가합니다.
The second gift was psychological. Here too I can speak from personal experience. When I was young, my mother and her generation believed that life was determined by fate. You couldn't do anything about it. My generation and the generation of Asians after me, believe that we can take charge and we can improve our lives. And this may explain, for example, the spike of entrepreneurship you see all throughout Asia today.
두 번째 선물은 심리적인 겁니다. 이것 또한 제 개인적인 경험을 바탕으로 말씀드리죠. 제가 어렸을 때, 저희 어머니와 그 세대분들은 인생은 운명에 의해 결정된다고 믿었죠. 스스로는 아무것도 할 수 없고요. 제가 속한 세대와 뒷 세대의 아시아인들은 우리 스스로가 책임을 지고 삶을 향상시킬 수 있다고 믿습니다. 예를 들면, 오늘날 아시아 전역에서 목격할 수 있는 기업가 정신의 급증이 바로 그러한 믿음 때문이죠.
And if you travel through Asia today, you will also see the results of the third revolution: the revolution of good governance. Now as a result of good governance -- travel in Asia, you see better health care, better education, better infrastructure, better public policies. It's a different world.
요즘 아시아를 여행하시면, 세 번째 혁명의 결과를 목격하실 거예요. 즉, 좋은 통치라는 혁명이죠. 훌륭한 통치의 결과로 아시아에 가보시면, 더 나은 의료 보험 제도, 더 나은 교육, 더 나은 기반시설, 더 나은 공공정책을 보실 겁니다. 전혀 다른 세상이죠.
Now having transformed the world through the sharing of Western wisdom with the rest of the world, the logical and rational response of the West should have been to say, "Hey, we have to adjust and adapt to this new world." Instead, the West chose to go to sleep. Why did it happen? I believe it happened because the West became distracted with two major events. The first event was the end of the Cold War. Yes, the end of the Cold War was a great victory. The West defeated the mighty Soviet Union without firing a shot. Amazing. But you know, when you have a great victory like this, it also leads to arrogance and hubris. And this hubris was best captured in a very famous essay by Francis Fukuyama called "The End of History?" Now, Fukuyama was putting across a very sophisticated message, but all that the West heard from this essay was that we, the liberal democracies, we have succeeded, we don't have to change, we don't have to adapt, it's only the rest of the world that has to change and adapt. Unfortunately, like a dangerous opiate, this essay did a lot of brain damage to the West because it put them to sleep just at precisely the moment when China and India were waking up and the West didn't adjust and adapt.
서양이 다른 국가들과 지혜를 공유함으로써 세상은 완전히 변화했고, 서양의 논리적이고 이성적인 반응은 사실 "우리 새로운 세계에 적응해야 할 것 같아." 라고 말하는 것일텐데 서양세계는 대신 잠들기를 선택했습니다. 왜 그렇게 된 걸까요? 서양은 두 가지 큰 사건 때문에 집중을 할 수 없었기 때문이라고 저는 생각합니다. 첫 번째 사건은 바로 냉전의 종식입니다. 냉전의 종식은 큰 승리였어요. 서양은 강력한 소비에트 연방을 대포 한발 쏘지 않고 패배시켰습니다. 놀라운 일이었죠. 하지만 이런 큰 승리를 거둘 때 그 승리는 오만과 자만심으로 이어질 수 있습니다. 이 자만심은 프랜시스 후쿠야마의 "역사의 종말"이라는 유명한 논문에 잘 묘사되어 있습니다. 후쿠야마는 굉장히 정교한 메시지를 전달하고 있습니다. 하지만 서양이 그의 논문에서 들은 내용은 '자유 민주주의 국가들은 이미 성공했고, 변화할 필요가 없고, 적응할 필요가 없다. 다른 국가들이 변화하고 적응하면 된다' 라는 것이었습니다. 불행히도, 위험한 아편처럼, 이 논문은 서양 사람들의 생각에 큰 손상을 줬죠. 중국과 인도가 일어나고 있었던 그때, 서양을 잠들게 하였고, 서양은 적응을 하지 못했으니까요.
The second major event was 9/11, which happened in 2001. And as we know, 9/11 caused a lot of shock and grief. I personally experienced the shock and grief because I was in Manhattan when 9/11 happened. 9/11 also generated a lot of anger, and in this anger, the United States decided to invade Afghanistan and later, Iraq. And unfortunately, partly as a result of this anger, the West didn't notice the significance of another event that happened also in 2001. China joined the World Trade Organization.
두 번째 사건은 바로 2001년에 일어난 9/11 테러입니다. 모두가 알고 있듯이, 9/11은 충격과 슬픔을 안겨주었죠. 저는 직접적으로 충격과 슬픔을 경험했습니다. 왜냐하면 9/11이 일어났을 때 맨하탄에 있었거든요. 9/11 테러는 많은 분노도 낳았죠. 이 분노 속에서, 미국은 아프가니스탄을 침략하기로 했고, 이어서 이라크도 침략했죠. 불행하게도, 분노의 결과의 일부로 서양세계는 2001년에 있었던 또 다른 사건의 중요성을 알지 못했습니다. 중국이 세계무역기구에 가입한 것입니다.
Now, when you suddenly inject 900 million new workers into the global capitalist system, it would naturally lead to what the economist Joseph Schumpeter called creative destruction. Western workers lost their jobs, they saw their incomes stagnate, clearly people had to think about new competitive policies, workers needed retraining, workers needed new skills. None of this was done. So partly as a result of this, the United States of America became the only major developed society where the average income of the bottom 50 percent -- yes, 50 percent -- average income went down over a 30-year period, from 1980 to 2010. So partly, as a result of this, it led eventually to the election of Donald Trump in 2016, who exploited the anger of the working classes, who are predominantly white. It also contributed to the rise of populism in Europe. And one wonders, could this populism have been avoided if the West had not been distracted by the end of the Cold War and by 9/11?
세계적 자본주의 시스템에 갑작스럽게 9억 명의 새로운 노동 인력을 투입한다면, 경제학자인 죠셉 슘페터가 창조적 파괴라고 불렀던 일이 자연스럽게 일어날 수 있습니다. 서양의 노동자들은 실업자가 되었고, 수입이 오르지 않는 것을 목도했기에 사람들은 새로운 경쟁력 있는 정책에 대해서 생각해야 했죠. 노동자들은 재교육이 필요했고, 새로운 기술이 필요했죠. 그 아무것도 행해지지 않았습니다. 부분적으로는 그 결과로 미국은 1980년 부터 2010년까지 지난 30년 동안 하위 50%의 네, 정말 하위 50%의 평균수입이 감소한 유일한 선진국이 되었죠. 부분적으로는, 이로 인해, 대부분 백인인 노동자 계층의 분노를 이용한 도널트 트럼프가 결국 2016년 대통령에 당선되게 되죠. 그것은 또한 유럽에서의 포퓰리즘의 상승에도 공헌했습니다. 아마 궁금해하실 수 있습니다. 만약 서양이 냉전의 종식과 9/11 테러로 주의를 빼앗기지 않았더라면, 이 포퓰리즘은 막을 수 있지 않았을까?
But the big question we face today is this: Is it too late? Has the West lost everything? And my answer is that it's not too late. It is possible for the West to recover and come back in strength. And using the Western art of reasoning, I would recommend that the West adopt a new "three-m" strategy: minimalist, multilateral and Machiavellian.
하지만 오늘날 우리가 직면한 더 중요한 문제가 있죠. 너무 늦지 않았나? 서양은 이미 모든 것을 잃었나? 제 답은 아직 늦지 않았다 입니다. 서양세계가 회복하고 다시 힘을 얻는 게 가능합니다. 서양의 이성적 추론의 기술을 이용하여 새로운 "3-M" 전략을 도입하기를 추천합니다. 미니멀리즘, 다각적 협력, 권모술수요.

Why minimalist? Now even though Western domination has ended, the West continues to intervene and interfere in the affairs of many other societies. This is unwise. This is generating anger and resentment, especially in Islamic societies. It's also draining the resources and spirits of Western societies. Now I know that the Islamic world is having difficulties modernizing. It will have to find its way, but it's more likely to do so if it is left alone to do so. Now I can say this with some conviction because I come from a region, Southeast Asia, which has almost as many Muslims as the Arab world. 266 million Muslims. Southeast Asia is also one of the most diverse continents on planet earth, because you also have 146 million Christians, 149 million Buddhists -- Mahayana Buddhists and Hinayana Buddhists -- and you also have millions of Taoists and Confucianists and Hindus and even communists. And once known as "the Balkans of Asia," southeast Asia today should be experiencing a clash of civilizations. Instead, what you see in southeast Asia is one of the most peaceful and prosperous corners of planet earth with the second-most successful regional multilateral organization, ASEAN. So clearly, minimalism can work. The West should try it out.
왜 미니멀리즘이 필요할까요? 서양의 지배는 이미 끝이 났지만, 서양은 여전히 많은 국가의 문제에 개입을 하고 있습니다. 이것은 현명하지 못합니다. 이것은 분노와 분개를 일으킵니다. 특히 이슬람 국가에서요. 또한 서양 국가의 자원과 정신을 고갈시키죠. 이슬람 세계가 현대화에 어려움을 겪고 있다는 것을 저는 알고 있습니다. 아마 해결책을 찾아야 할텐데, 아마 그냥 내버려 두면 해결책을 찾을 가능성이 더 크죠. 저는 아랍 국가들만큼 많은 이슬람 교도가 있는 동남아시아 사람이기에 확신을 갖고 말씀드릴 수 있습니다. 2억 6천 6백만 명이나 있거든요. 동남아시아는 가장 다양성이 큰 대륙 중 하나이기도 합니다. 1억 4천 5백만명의 기독교신자, 마하야나 불교신자와 히나야나 불교신자를 포함한 1억 4천 9백만 명의 불교신자, 수백만 명의 도교신자, 유교신자 및 힌두교인과 심지어 공산주의자도 있으니까요. 한때 "아시아의 발칸 지역"으로 알려진 동남아시아는 오늘날 문명의 충돌을 경험하고 있어야 마땅한데, 그 대신, 동남아시아에서 여러분이 목격하시는 것은 지구상에서 가장 평화롭고 번영하는 지역 중 하나이며, 두 번째로 성공적인 지역 다자간 협력 기구인 아세안이죠. 명백히, 미니멀리즘은 효과가 있습니다. 서양 국가들도 도전해봐야 합니다.

But I'm also aware that minimalism cannot solve all the problems. There are some hard problems that have to be dealt with: Al-Qaeda, ISIS -- they remain dangerous threats. They must be found, they must be destroyed. The question is, is it wise for the West, which represents 12 percent of the world's population -- yes, 12 percent -- to fight these threats on its own or to fight with the remaining 88 percent of the world's population? And the logical and rational answer is that you should work with the remaining 88 percent.
하지만 미니멀리즘이 모든 문제를 해결할 수 없는 것을 알고 있습니다. 해결해야 할 어려운 문제들이 있죠. 알카에다나 ISIS는 여전히 위험하고 위협적이죠. 그들은 반드시 색출되고 없어져야 합니다. 하지만 문제는 전 세계 인구의 12%를 차지하는, 네, 정말 12%요. 서양이 그 위협에 대항해서 싸우거나 혹은 전세계 인구의 나머지 88퍼센트와 함께 싸우는 것이 현명한 걸까요? 논리적이고 이성적인 답변은 나머지 88%와 함께 협력해야 한다는 것이죠.
Now where does one go if you want to get the support of humanity? There's only one place: the United Nations. Now I've been ambassador to the UN twice. Maybe that makes me a bit biased, but I can tell you that working with the UN can lead to success. Why is it that the first Iraq war, fought by President George H. W. Bush, succeeded? While the second Iraq war, fought by his son, President George W. Bush, failed? One key reason is that the senior Bush went to the UN to get the support of the global community before fighting the war in Iraq. So multilateralism works. There's another reason why we have to work with the UN. The world is shrinking. We are becoming a small, interdependent, global village. All villages need village councils. And the only global village counsel we have, as the late UN Secretary-General Kofi Annan said, is the UN.
인류의 지지를 받고자 하면 어디로 가야 하는 걸까요? 유일한 목적지가 있죠. 바로 유엔입니다. 저는 유엔 대사를 두 번 역임했습니다. 그 경험으로 제가 편견을 가지고 있을지도 모르겠습니다만, 유엔과 협력을 하면 성공할 수 있다고 말씀드릴 수 있어요. 미국 조지 부시 전 대통령의 첫 번째 이라크 전쟁이 왜 성공했을까요? 반면, 그 아들인 조지 W 부시의 두 번째 이라크 전쟁은 왜 실패했을까요? 주된 이유는 바로 아버지 부시는 이라크 전쟁 시작 전에 전 지구적인 지지를 얻기 위해 유엔을 찾아 갔다는 점이죠. 다각적 교섭주의는 효과가 있습니다. 유엔과 협력해야 하는 또 다른 이유가 있습니다. 세계는 지금 작아지고 있습니다. 우리는 작고, 독립적인, 지구 공동체가 되어가고 있습니다. 모든 마을은 마을 변호인이 필요합니다. 우리가 가진 유일한 지구촌의 변호인은 전 유엔 사무총장 코피 아난이 얘기한 것처럼 바로 유엔입니다.
Now as a geopolitical analyst, I do know that it's often considered naive to work with the UN. So now let me inject my Machiavellian point. Now Machiavelli is a figure who's often derided in the West, but the liberal philosopher Isaiah Berlin reminded us that the goal of Machiavelli was to promote virtue, not evil. So what is the Machiavellian point? It's this: what is the best way for the West to constrain the new rising powers that are emerging? And the answer is that the best way to constrain them is through multilateral rules and multilateral norms, multilateral institutions and multilateral processes.

Now let me conclude with one final, big message. As a longtime friend of the West, I'm acutely aware of how pessimistic Western societies have become. Many in the West don't believe that a great future lies ahead for them, that their children will not have better lives. So please do not fear the future or the rest of the world. Now I can say this with some conviction, because as a Hindu Sindhi, I actually feel a direct cultural connection with society's diverse cultures and societies all the way from Tehran to Tokyo. And more than half of humanity lives in this space, so with this direct cultural connection, I can say with great conviction that if the West chooses to adopt a wiser strategy of being minimalist, multilateral and Machiavellian, the rest of the world will be happy to work with the West. So a great future lies ahead for humanity. Let's embrace it together.
그럼 이제 최종적으로 중요한 메시지와 함께 결론을 지으려 합니다. 서양 국가의 오랜 친구로서, 서양 국가들이 얼마나 비관적으로 변했는지 절실하게 의식하고 있습니다. 서양의 많은 이들은 앞에 펼쳐질 미래가 좋다고 생각하지 않습니다. 자녀들이 자신보다 더 나은 삶을 살지 못할 거라고 생각하죠. 그러니 제발 미래나 다른 국가들을 두려워하지 마세요. 이건 제가 확신을 가지고 얘기할 수 있어요. 힌두교 신자로서 저는 사회의 다양한 문화와 테하란에서 도쿄에 이르는 모든 사회 가운데 직접적으로 문화적 연결고리가 있음을 실제로 느끼기 때문입니다. 인류의 절반 이상이 이곳에 살고 있습니다. 이런 직접적인 문화적 연관성은 제가 확신을 가지고 말하건데, 서양이 미니멀리스트 적이고, 다자간 협력을 추구하고, 마키아벨리적인 아이디어를 사용하는 더 현명한 전략을 채택한다면, 나머지 다른 국가들도 서양 국가와 함께 협력하기를 원할 것입니다. 우리 인류의 앞날에는 밝은 미래가 있습니다. 함께 그 미래를 끌어 안읍시다.
