Article 3 of the Universal Declaration of Human Rights: "Everyone has the right to life, liberty and security of person." Even if smart city is a popular concept today, What would be this smart city if it doesn't care about our security? What would be this smart city if it can't alerting you in case of emergency? Technology is useless if citizens are not part of collective intelligence. Not informed, trained and alerted people are the first factor of chaos. Since 1902 we are using radio, technology in crisis management. Despite these 116 years and many technical progress, we are still suffering of lack of information, risk awareness, mass alerting process. We, citizens, hackers, hamradio amateur, community managers, developers decided to build a crisis conscious neighbourhood. Crisis prevention is powerful means of social and technical innovation. So let's talk about how crisis preparation can save life and build the real smart cities.
