I would like to share with you today a project that has changed how I approach and practice architecture: the Fez River Rehabilitation Project.
Gostava de partilhar hoje convosco um projeto que transformou o modo como eu abordo e pratico a arquitetura: o Projeto de Reabilitação do Rio Fez.
My hometown of Fez, Morocco, boasts one of the largest walled medieval cities in the world, called the medina, nestled in a river valley. The entire city is a UNESCO World Heritage Site. Since the 1950s, as the population of the medina grew, basic urban infrastructure such as green open spaces and sewage quickly changed and got highly stressed. One of the biggest casualties of the situation was the Fez River, which bisects the medina in its middle and has been considered for many centuries as the city's very soul. In fact, one can witness the presence of the river's extensive water network all throughout the city, in places such as private and public fountains.
A minha cidade natal de Fez, em Marrocos, gaba-se de ser uma das maiores cidades medievais muradas do mundo, chamada a medina, aninhada no vale de um rio. Toda a cidade é Património Mundial da UNESCO. Desde os anos 50, à medida que a população da medina aumentava, as infraestruturas urbanas básicas, como os espaços verdes e os esgotos, mudaram rapidamente e ficaram muito pressionadas. Uma das maiores vítimas da situação foi o Rio Fez que divide a medina ao meio, considerado durante muitos séculos como a verdadeira alma da cidade. Com efeito, podemos testemunhar a presença da extensa rede hídrica do rio por toda a cidade, em locais como as fontes privadas e públicas.
Unfortunately, because of the pollution of the river, it has been covered little by little by concrete slabs since 1952. This process of erasure was coupled with the destruction of many houses along the river banks to be able to make machineries enter the narrow pedestrian network of the medina. Those urban voids quickly became illegal parking or trash yards. Actually, the state of the river before entering the medina is pretty healthy. Then pollution takes its toll, mainly due to untreated sewage and chemical dumping from crafts such as tanning. At some point, I couldn't bear the desecration of the river, such an important part of my city, and I decided to take action, especially after I heard that the city received a grant to divert sewage water and to treat it.
Infelizmente, devido à poluição do rio, este foi sendo coberto, pouco a pouco, por lajes de betão, a partir de 1952. Este processo de apagamento foi acompanhado pela destruição de muitas casas ao longo das margens do rio para permitir que as máquinas entrassem na estreita rede pedestre da medina. Esses espaços vazios urbanos depressa se tornaram em estacionamentos ilegais ou lixeiras. Na verdade, o estado do rio, antes de entrar na medida, é bastante saudável. Depois entra em ação a poluição, principalmente devido aos esgotos sem tratamento e ao despejo de químicos de ofícios como o curtimento. A certa altura, não consegui suportar a profanação do rio — uma parte tão importante da minha cidade — e decidi entrar em ação, especialmente depois de ouvir dizer que a cidade recebera um subsídio para desviar a água dos esgotos e tratá-la.
With clean water, suddenly the uncovering of the river became possible, and with luck and actually a lot of pushing, my partner Takako Tajima and I were commissioned by the city to work with a team of engineers to uncover the river. However, we were sneaky, and we proposed more: to convert riverbanks into pedestrian pathways, and then to connect these pathways back to the city fabric, and finally to convert the urban voids along the riverbanks into public spaces that are lacking in the Medina of Fez. I will show you briefly now two of these public spaces.
Com água limpa, subitamente, tornava-se possível destapar o rio e, com sorte e muita pressão, o meu parceiro Takako Tajima e eu fomos encarregados pela cidade para trabalhar com uma equipa de engenheiros para destapar o rio. No entanto, fomos audaciosos e propusemos mais: converter as margens do rio em caminhos pedestres, depois ligar esses caminhos ao tecido da cidade e, por fim, transformar os vazios urbanos, ao longo das margens do rio, em espaços públicos que fazem falta na Medina de Fez. Vou mostrar-vos brevemente dois desses espaços públicos.
The first one is the Rcif Plaza, which sits actually right on top of the river, which you can see here in dotted lines. This plaza used to be a chaotic transportation hub that actually compromised the urban integrity of the medina, that has the largest pedestrian network in the world. And right beyond the historic bridge that you can see here, right next to the plaza, you can see that the river looked like a river of trash. Instead, what we proposed is to make the plaza entirely pedestrian, to cover it with recycled leather canopies, and to connect it to the banks of the river.
O primeiro é a Rcif Plaza que se situa mesmo por cima do rio. Podem vê-lo aqui nas linhas a tracejado. Esta praça costumava ser um centro caótico de transportes que comprometia a integridade urbana da medina que tem a maior rede pedestre do mundo. E mesmo para lá da ponte histórica que aqui veem, mesmo ao lado da praça, podem ver que o rio parecia um rio de lixo. Em vez disso, propusemos tornar a praça totalmente pedestre, cobri-la com toldos de couro reciclado e ligá-la às margens do rio.
The second site of intervention is also an urban void along the river banks, and it used to be an illegal parking, and we proposed to transform it into the first playground in the medina. The playground is constructed using recycled tires and also is coupled with a constructed wetland that not only cleans the water of the river but also retains it when floods occur.
O segundo local de intervenção também é um vazio urbano ao longo das margens do rio. Costumava ser um estacionamento ilegal. Propusemos transformá-lo no primeiro parque infantil na medina. O parque infantil foi construído usando pneus reciclados e também foi acoplado a uma zona húmida artificial que não só limpa a água do rio como a retém quando há cheias.
As the project progressed and received several design awards, new stakeholders intervened and changed the project goals and design. The only way for us to be able to bring the main goals of the project ahead was for us to do something very unusual that usually architects don't do. It was for us to take our design ego and our sense of authorship and put it in the backseat and to focus mainly on being activists and on trying to coalesce all of the agendas of stakeholders and focus on the main goals of the project: that is, to uncover the river, treat its water, and provide public spaces for all. We were actually very lucky, and many of those goals happened or are in the process of happening. Like, you can see here in the Rcif Plaza. This is how it looked like about six years ago. This is how it looks like today. It's still under construction, but actually it is heavily used by the local population. And finally, this is how the Rcif Plaza will look like when the project is completed. This is the river, covered, used as a trash yard. Then after many years of work, the river with clean water, uncovered. And finally, you can see here the river when the project will be completed.
À medida que o projeto avançava e recebia vários prémios de "design" intervieram novas partes interessadas e alteravam os objetivos e o "design" do projeto. A única forma que tivemos para conseguir atingir os principais objetivos do projeto foi fazer uma coisa muito invulgar que os arquitetos normalmente não fazem. Foi agarrar no nosso ego de "design" e no nosso sentimento de autoria, atirá-los para trás das costas e concentrar-nos principalmente em sermos ativistas e em tentarmos compatibilizar todas as agendas das partes interessadas e concentrar-nos nos objetivos principais do projeto, ou seja, destapar o rio, tratar a água e proporcionar espaços públicos para toda a gente. Tivemos muita sorte. Concretizaram-se muitos desses objetivos ou estão em vias de se concretizar. Como podem ver aqui na Rcif Plaza. Isto é o aspeto que ela tinha há cerca de 6 anos. Isto é o aspeto que tem hoje. Ainda está em construção, mas já está a ser muito utilizada pela população local. Finalmente, isto é o aspeto que a Rcif Plaza terá quando o projeto estiver terminado. Este é o rio, tapado, usado como lixeira. E, depois de muitos anos de trabalho, o rio destapado, com água limpa. Finalmente, podem ver aqui o rio, quando o projeto estiver terminado.
So for sure, the Fez River Rehabilitation will keep on changing and adapting to the sociopolitical landscape of the city, but we strongly believe that by reimagining the role and the agency of the architect, we have set up the core idea of the project into motion; that is, to transform the river from sewage to public space for all, thereby making sure that the city of Fez will remain a living city for its inhabitants rather than a mummified heritage.
Certamente, a Reabilitação do Rio Fez vai continuar a alterar-se e a adaptar-se à paisagem sociopolítica da cidade, mas acreditamos profundamente que, ao reimaginarmos o papel e a ação do arquiteto, instituímos a ideia fundamental do projeto em curso, ou seja, transformar o rio de um cano de esgoto num espaço público para toda a gente, garantindo assim que a cidade de Fez continuará a ser uma cidade viva para os seus habitantes em vez duma herança mumificada.
